Typically, U.S. banks respond swiftly to such announcements to mitigate regulatory risks. Despite this, Huione has demonstrated resilience against these measures. Chainalysis noted that while Huione likely lost access to U.S. dollars following the FinCEN notice, transactional data suggests minimal operational impact. In fact, transaction volumes for the Huione Group increased after the FinCEN announcement. A report from crypto analytics firm TRM Labs on May 30 stated that the Huione Group continues to operate channels for its VIP vendors and has received at least $81 billion in cryptocurrency since 2021, surpassing the Hydra marketplace. Huione is identified as a central conduit for various cyber-enabled criminal activities, including scams, fraud, and cyber heists. Additionally, Huione's cryptocurrency exchange platform has resurfaced, retaining its old logo under a new domain, with active social media accounts across different platforms, including Telegram. The Cambodian conglomerate Huione Group oversees a network of businesses, including the payment service platform Huione Pay PLC, the crypto exchange Huione Crypto, and Haowang Guarantee. Chainalysis emphasized that the persistence of the Huione Group and its subsidiaries underscores the broader challenge of tackling sophisticated organized criminal groups that operate at scale while evading law enforcement. An ecosystem-wide response, involving sustained, multi-vector enforcement strategies, is necessary to effectively address illicit entities like Huione.
