The "Notice" pointed out that by the end of 2023, the port and shipping service capabilities of refrigerated containers based on blockchain and the Internet of Things will be significantly improved, and major shipping companies will add more than 18,000 TEUs of IoT refrigerated containers; There are more than 6,000 container plugs; the average processing time of refrigerated container port and shipping documents based on the application of blockchain and Internet of Things technology has been greatly reduced; the establishment of electronic waybills for refrigerated container transportation has initially realized the effective connection and sharing of road and waterway transportation system information, and intermodal services The quality has improved significantly.

In addition, the "Notice" also deployed five major tasks .

One is to promote the development of refrigerated containers based on the Internet of Things. Focusing on major refrigerated container shipping companies, promote the installation and application of IoT equipment integrating sensing, wireless communication, automatic positioning and other technologies to realize automatic collection and transmission of information such as temperature and humidity of refrigerated containers, refrigerator working mode and power-on status, Gradually realize the informatization and visualization of elements such as refrigerated containers and goods.

The second is to promote the electronic delivery of refrigerated containers based on blockchain. Focusing on international hub seaports and major refrigerated container shipping companies, the application of the port and shipping blockchain electronic delivery platform has been promoted, and the average processing time for port and shipping documents for refrigerated container cargo at international hub seaports has been shortened from 2 days to less than 4 hours. The fourth is to improve the storage and disposal capacity of refrigerated containers in ports. Focusing on international hub seaports, promote port station hubs to strengthen cold chain organizational functions, increase refrigerated container yards and sockets and other refrigerated container supporting facilities and equipment, improve port yard refrigerated container storage and power socket capacity, and promote the construction of supporting power supply infrastructure .
