Sui: Support Cetus to vote on protocol upgrade to return frozen funds

This is a special request under special circumstances - it concerns the security of Cetus user assets. After careful consideration, the Sui team decided to support its on-chain voting proposal, but with two additional conditions: 1. Sui officials will remain neutral on the voting results and give up their voting rights.
