The contract rules specify that the market will settle based on the designated date range when Powell actually leaves the position. Announcements of resignation or dismissal alone do not meet the criteria, nor does the scheduled end of Powell's term. If Powell continues as interim chair until a successor is confirmed, he will not be considered to have vacated the position.
