On July 23, 2025, the White House released "Winning the AI Race: The American AI Action Plan". The plan aims to implement President Trump's executive order issued in January this year to eliminate obstacles to the United States' leading position in the field of artificial intelligence. The White House said that the AI race must be won because winning the AI race will open a new golden age of human prosperity, economic competitiveness and national security for the American people.
The American AI Action Plan determines that the Trump administration will take more than 90 federal policy actions in the coming weeks and months, including three pillars: accelerating innovation, building the United States' artificial intelligence infrastructure, and leading international diplomacy and security.

Safeguarding Free Speech for Cutting-Edge Models: Update federal procurement guidelines to ensure the government only contracts with cutting-edge large-scale language model developers who ensure their systems are objective and free from top-down ideological bias.

Obviously, the top priority of the U.S. AI Action Plan is to promote the export of U.S. AI technology and ensure that major markets around the world and our allies adopt U.S. AI technology and products.

By the authority granted to me as President by the Constitution and laws of the United States (including Section 301 of Title 3 of the United States Code), I hereby order:
Section 1 Purpose
Artificial intelligence (AI) is a foundational technology that will determine the future of economic growth, national security, and global competitiveness in the coming decades. The United States must not only maintain its leadership in the development of general and cutting-edge AI capabilities, but must also ensure that U.S. AI technologies, standards, and governance models are adopted globally to strengthen relationships with allies and ensure our continued technological advantage. The purpose of this executive order is to establish a coordinated national effort to support the U.S. AI industry by promoting the export of full-stack U.S. AI technology packages.
Section 2. Policy
It is the policy of the United States to maintain and expand U.S. leadership in AI and to reduce international reliance on AI technologies developed by U.S. competitors by supporting the global deployment of U.S.-origin AI technologies.
Section 3. Establishment of a U.S. AI Export Program
(a) Within 90 days of the date of this order, the Secretary of Commerce, in consultation with the Secretary of State and the Director of the Office of Science and Technology Policy (OSTP), shall establish and implement the U.S. AI Export Program (the “Program”) to support the development and deployment of U.S. full-stack AI export packages.
(b) The Secretary of Commerce shall publicly solicit proposals from industry-led consortiums to be included in the Program. The public solicitation shall require that each proposal must:
(i) include a full-stack AI technology package, including:
(A) computer hardware (e.g., chips, servers, and accelerators), data center storage, cloud services, and networks optimized for AI, and a description of whether and to what extent such items are made in the United States;
(B) data pipelines and labeling systems;
(C) AI models and systems;
(D) measures to ensure the safety and cybersecurity of AI models and systems; and
(E) AI applications for specific use cases (e.g., software engineering, education, health care, agriculture, or transportation);
(ii) identification of specific target countries or regional groups for export;
(iii) description of a business and operating model that explains at a high level which entities will build, own, and operate data centers and related infrastructure;
(iv) detailing the requested Federal incentives and support mechanisms; and
(v) comply with all relevant U.S. export control regimes, foreign investment regulations, and end-user policies, including chapter 58 of title 50, United States Code, and relevant guidance from the Bureau of Industry and Security of the Department of Commerce.
(c) The Department of Commerce shall request proposals within 90 days of the date of the public call for proposals and shall consider proposals for inclusion in this program on a rolling basis.
(d) The Secretary of Commerce, in consultation with the Secretaries of State, Defense, Energy, and the Director of the Office of Science and Technology Policy (OSTP), shall evaluate submitted proposals for inclusion in this program. Proposals selected by the Secretary of Commerce, in consultation with the Secretaries of State, Defense, Energy, and OSTP Director, will be designated as priority AI export projects and will be given priority access to the tools listed in section 4 of this order, consistent with applicable law.
SECTION 4. MOBILIZING FEDERAL FINANCING INSTRUMENTS
(a) The Economic Diplomacy Action Group (EDAG), established pursuant to the Presidential Memorandum of June 21, 2024, shall be chaired by the Secretary of State, in consultation with the Secretary of Commerce and the United States Trade Representative, and shall be charged with coordinating the mobilization of Federal financing instruments to support priority AI export initiatives pursuant to section 708 of the Supporting American Businesses Through Diplomacy Act of 2019 (Title VII of Part J of Public Law 116-94) (CABDA).
(b) I authorize the Administrator of the Small Business Administration and the Director of the Office of Science and Technology Policy, pursuant to the authority of section 708(c)(3) of the Small Business Development Act, to appoint senior officials from their respective executive departments and agencies to serve on the EDAG.
(c) The Secretary of State, in consultation with EDAG, shall be responsible for:
(i) developing and implementing a unified Federal government strategy to promote the export of United States AI technology and standards;
(ii) coordinating technical, financial, and diplomatic resources to accelerate the deployment of priority AI export programs under this Plan;
(iii) coordinating United States participation in multilateral initiatives and country-specific partnerships for AI deployment and export promotion;
(iv) supporting partner countries in fostering innovative regulatory, data, and infrastructure environments that are conducive to the deployment of United States AI systems;
(v) analyze market access, including technical barriers to trade and regulatory measures that may impede the competitiveness of U.S. products; and
(vi) coordinate with the Small Business Administration’s Office of Investment and Innovation to promote investment in U.S. small businesses to develop U.S. AI technology and to manufacture AI infrastructure, hardware, and systems, to the extent permitted by applicable law.
(d) EDAG members shall deploy available Federal tools to the maximum extent permitted by law to support priority export projects selected to participate in the program, including direct loans and loan guarantees (12 USC 635); equity investments, co-financing, political risk insurance, and credit guarantees (22 USC 9621); and technical assistance and feasibility studies (22 USC 2421(b)).
SECTION 5. GENERAL
(a) Nothing in this order shall be construed to impair or otherwise affect:
(i) any authority conferred by law on an executive department or agency or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The expenses of this order shall be borne by the Department of Commerce.

Promoting U.S. Artificial Intelligence Exports:
Today, President Trump signed an Executive Order to support the U.S. AI industry by promoting the export of full-stack U.S. AI technology packages to allies and partners around the world.

The Trump Administration took historic steps to establish the first-ever national AI research agency in U.S. history, strengthened U.S. leadership in AI technical standards, and issued the world’s first AI regulatory guidance to govern private sector AI development.
