In this scenario, holders would technically still "own" the coins but would lose the ability to transfer them. This is known as Bitcoin Improvement Proposal BIP-361 and was updated in Bitcoin's official proposal repository on Tuesday under the title "Post-Quantum Migration with Old Signature Elimination." BIP-361 builds on BIP-360, a proposal put forward in February. BIP-360 introduced a soft fork (a network upgrade) designed to enable a new transaction type called "Payments to Merklegen" (P2MR). This approach borrows from Bitcoin's Taproot (P2TR) framework but removes the key-based spending path, thus removing an element widely considered to pose a quantum-age risk. The BIP-361 proposal divides the migration into three phases. Phase A, which begins three years after activation, prohibits anyone from sending new Bitcoins to old, quantum-vulnerable addresses. You can still spend from these addresses, but you cannot receive any coins. Phase B, launched five years after activation, will completely disable old-style signatures (ECDSA and Schnorr), and the network will reject any attempt to spend coins from wallets vulnerable to quantum attacks. Essentially, your coins will be frozen. Finally, there is Phase C, a rescue scheme still under research: it is possible for the holder of the frozen wallet to prove ownership through zero-knowledge proofs (a method of proving knowledge of a secret without revealing the secret itself).
