피넥스트라(Finextra)에 따르면, 미국 외교·안보 싱크탱크인 애틀랜틱 카운슬(Atlantic Council, 이하 AC)이 최근 "미국은 중앙은행 발행 디지털화폐(CBDC)를 비롯한 기술 발전과 관련, 경쟁국인 중국, 인도, 유럽연합(EU)에 뒤처지고 있다"고 지적했다. 이와 관련 AC 측은 "중국은 지난해부터 디지털 위안화 보급화에 박차를 가하고 있고, 유럽중앙은행(ECB)도 디지털 유로화 도입을 추진 중이다. 또 인도는 이미 일평균 100만 건 이상의 디지털 루피화 관련 거래를 상업은행을 통해 처리하고 있다. 하지만 미국 연방준비제도이사회(Fed·연준)는 CBDC 시범사업 추진에도 신중을 기하고 있으며, 몇몇 주지사 등 정계 인사들은 CBDC에 회의적이다. 특히 도널드 트럼프 미국 전 대통령 겸 공화당 대선 후보는 CBDC 발행 금지를 공약으로 내세우고 있다"고 설명했다. 또 AC는 "연준은 뚜렷한 표준을 마련해 CBDC 결제의 미래에 대한 건설적인 발전을 고민해야 한다. 미국 고유의 기술 모델과 뚜렷한 표준이 없다면 디지털 화폐를 둘러싼 시스템은 분열될 것이다. 이 경우 미국의 고유 화폐는 더 고립되고 보안도 위협을 받게 될 것이다. 미국의 화폐 기술 발전 둔화는 CBDC에만 국한된 것이 아니다. 국가간 결제 및 송금도 상당 기간 제자리걸음 중"이라고 꼬집었다.
